Vampyr, the game by Dontnod Entertainment (Life is Strange) takes you to a post-World War I London. You play as a doctor turned vampire that tries to save people from the Spanish flu and need to suck some blood along the way.
The game offers a very atmospheric and dark open world in which you get to decide who lives and who dies. However, given the fact that all characters have names and backstories, it will be difficult to make that decision as every person killed will impact the economy and story in one way or another.
